EU external purchase link rejected (StoreKit External Purchase Link Entitlement, DMA)

You tried to link EU users out to your own website to buy digital content — under the DMA that's allowed, but Apple rejected the app because the entitlement, the addendum, the disclosure sheet, or the reporting isn't in place, or because you shipped In-App Purchase and external offers on the same storefront.

Apple said something like

Your app includes a link to an external purchase mechanism but does not use the StoreKit External Purchase Link Entitlement.
Your app uses the External Purchase Link Entitlement but does not present the required system disclosure sheet before directing users to an external purchase.
Your app offers both In-App Purchase and external purchase offers on the same storefront, which is not permitted.
We were unable to verify that your account has agreed to the addendum required to use this entitlement.
